In May 2019, the European Union awarded Inria the "HR Excellence in Research" label, underlining the relevance of its strategy and the associated HRS4R action plan.
Appealing to the best scientists, from all backgrounds, remains a core principle in the Institute's policy. Inria operates several different schemes to encourage European and international exchanges
Inria International Chairs programme
The Institute recruits experienced researchers for long periods – either for ten to twelve months which can be spread over a period of five years or for six to nine months which can be spread over a period of three years.

Marie Skłodowska Curie European grants
Marie Skłodowska Curie Actions (MSCAs) provide support for researcher training and career development, placing the emphasis on their capacity for innovation.
The programme, which operates under the auspices of the EU Framework Programme for Research and Innovation, Horizon 2020, provides funding for transnational and intersectoral mobility, with a view to fostering excellence in research in all fields. MSCA grants are available to all researchers, at any stage of their career, from PhD students to senior researchers.
One type of MSCA programme is the European Individual Fellowship, which aims to attract and retain the best experienced researchers working in research in Europe with the aim of boosting their creative and innovative potential whilst diversifying their individual skills.
The fellowships take the form of individual grants awarded by the European Commission.

Internships
The aim of the Internships programme is to strengthen Inria's scientific collaborations by taking excellent talents and providing them with research-based training. Under the scheme, foreign students can spend a period of several months with one of the Inria project teams and receive financial support (a grant) to cover their living expenses during their stay in France.
The Internships programme also encompasses a single recruitment channel, a targeted call for applications open during the year, to support existing collaborations and in particular those subject to agreements signed by Inria with its partners abroad.
Internships may last 2 to 4 months for a undergraduate final year project or 3 to 6 months for a research period undertaken as part of a master's or PhD.

Specific agreements
Inria has signed a number of specific agreements with prestigious higher education and research institutions in several countries in South America, Chile in particular, as well as the United States and Canada, which enable it to host foreign students within its project teams and to organise exchange programmes.
